Over-delivery has become a recent buzzword around the TEC and rumours abound about quite what it means. It seems that the TEC might penalise providers for enrolling more students than they said they would - 3% seems to be the threshold. ITI was provided with a couple of sentences about this back in October 2006, with more to come later, but now a decision seems to have been made. ITI will make a detailed comment next month once we get some details requested from the TEC.
