ITI September Newsletter
The Government has signaled that it is looking to limit providers to 103% over provision. Currently, a number of private training establishments (including some ITI members) deliver well in excess of this new threshold.
Tim Cullinane, the Chair of ITI, made this comment on the issue: "This is a critical issue for some ITI members.
The Government has supported over-provision for a number of years - allowing providers to meet the needs of their communities despite funding being capped at 2003 levels. Obviously, any changes need to allow for a suitable transition period.
ITI is hopeful that the Government will address over-provision by considering the outcomes that individual providers are achieving when negotiating Plan documents rather than by imposing an arbitrary level of provision. Otherwise New Zealand's communities may well miss out on the benefits of having the skilled workforce that employers tell us they desperately need."
ITI remains hopeful that over-provision will be considered on a case-by-case basis so that the particular circumstances and history of each institution can be taken into account.
